Abstract
This paper investigates industrial policy, specifically exploring rules linked to data flows. While some latecomer nations are beginning to implements such rules, they have often been critiqued as being done without clear justification. We extend Zuboff’s(2018) work on surveillance capitalism, as an approach to assess such policy. Based upon this account we argue that data is likely to play an increasingly central role in future policy interventions, where surveillance capital frameworks will be important to shape policy interventions.
